Abstract
The Primary Health Care(PHC)model is being rapidly operationalised in India and other Third World countries. However, it is generally recognised that the quality of evaluation is inadequate(Gwatkin 1980) and there is need to develop “a systematic framework for evaluation that is standardised and replicable” (Taylor 1980). The evaluation framework, methodology and selected results of a comprehensive PHC programme are presented as a model suitable for wider application.
