Abstract
Coinciding with the “normalization” of the relationship with the United States, Cuba and the European Union signed an Agreement of Political Dialogue and Cooperation. The constructive role played by Spain in facilitating the relationship between Europe and Cuba has been notable. At the same time, the Spanish government has been leading the policy of questioning Cuba's political system. A brief analysis is added in terms of prospects for the future in an expanded scenario covering events in Latin America and the United States.
