Abstract
This project is designed to provide a conceptual framework and organization structure for a program of Soviet foreign policy, appropriate for Arab students in a Middle East higher educational institution.The project proceeds from several inter-related assumptions: primarily, that the process of learning involves interpreting a new body of knowledge within the framework of prior understanding and that Arab students--as members of the Arab community, the community of former colonial peoples, and the Moslem community--have a requirement for instructors and instructional materials designed to meet their special informational needs.Part One of the study project provides a range of background information concerning Russian history, the Bolshevik revolution, and the foreign relations and foreign policy of the Soviet Union which will assist the Arab student to understand and evaluate Soviet foreign policy strategy and objectives in the world and especially in the Middle East. The theory and practice of Soviet policy towards religion in the Soviet Union is also discussed. Part One thus attempts an orderly presentation of information on the forces and factors which shape Soviet policies of importance and of special relevance to Arab students in the Middle East.Part Two discusses Soviet foreign policy strategy, interests, and policies. Emphasis is placed on the Arab-Israeli conflict. The final chapter introduces some education suggestions to contribute a better quality of teaching of Arab students in the Middle East. An evaluation questionnaire to assist teacher self-evaluation or student appraisal is included.
