Prof. Garcia Silvero teaches the Soccer Law course every fall for J.D. and LL.M. students in the Entertainment, Arts and Sports Law Program at the School of Law.
Attorney-at-law, admitted to the Madrid Bar Association (2002). He obtained his Ph.D. from King Juan Carlos University, Madrid (2008), in which he served as Associate Professor on Employment Law from 2005 until 2012. He also holds an LL.M. in Sports Law (2003, University of Lleida, Spain) and an LL.M. in Sports Governance (2012, Sciences Po, Paris, France).
In the field of soccer/football, Emilio was responsible for all legal matters as Legal Director of the Spanish Football Federation for more than eight years (2004-2012). During this period, he served as member of the UEFA Control, Ethics and Disciplinary Body (2006-2012) and appointed Court of Arbitration for Sport (CAS) Arbitrator (football list) in March 2012.
In September 2012, Emilio joined UEFA as Head of Disciplinary and Integrity, being promoted to Managing Director of Integrity in 2017. At UEFA, Emilio was leading the disciplinary, anti-doping and anti-match manipulation departments. In this period, he also acted before the CAS as UEFA’s leading counsel for all kind of sports arbitration matters.
In September 2018, Emilio joined FIFA as Chief Legal & Compliance Officer. He is based in FIFA´s corporate office in Miami, Florida, USA, and responsible for all legal matters of FIFA, leading a group of more than 100 colleagues in this field.
In 2022, Emilio was appointed member of the Athletes´ Entourage Commission of the International Olympic Committee (IOC), and member of International Council for Sports Arbitration (ICAS).
